Today, July 11, 2026, the 21st Century ROAD to Housing Act ("H.R.6644 - 21st Century ROAD to Housing Act") became law. The bill passed in the Senate on June 21 by a vote of 85-5, and it passed in the House on June 22 by a vote of 358-32. The U.S. Constitution allows a bill that has passed both chambers of Congress to automatically become law if the bill is not signed or vetoed by the president within 10 days.
Yesterday, July 10, 2026, Trump posted the following on Truth Social:
I will not sign the Housing Bill, which has been fully approved by Congress and sent to the White House, in PROTEST over the fact that the United States Senate is not capable of passing THE SAVE AMERICA ACT, which is polling at 97% with the Republican Party, and very high with the non-politician Dumocrats. The Act states, quite simply, that to Vote a person must show PHOTO VOTER I.D., PROOF OF CITIZENSHIP, AND THAT THERE WILL BE NO MORE CROOKED, CORRUPT, & DESTABILIZING MAIL-IN BALLOTS (EXCEPTIONS for Military, Disabled, Illness, and Travel!). THE SAVE AMERICA ACT'S non-passage is CRAZY, and a serious threat to any politician who votes against it! If the Dumocrats, or any RINO (or worse!) working with them, do not allow a positive Vote on SAVE AMERICA, TERMINATE THE FILIBUSTER, and pass this, and every other Bill that true Republicans have ever dreamt of (In addition to the upcoming Budget BOMB and the 1929 catastrophic style DEBT CEILING BILL!). The Dumocrats will TERMINATE THE FILIBUSTER, if and when they ever get the chance to do so, in their very first hour - And I will no longer be able to call them Dumocrats again! On June 24, 2026, Trump canceled his scheduled signing of the bill, posting the following on Truth Social:
Today's Housing News Conference and Signing is hereby cancelled until such time as we pass the desperately needed SAVE AMERICA ACT, which I consider to be a National Emergency. Thank you for your attention to this matter! President DJT
In a statement, Senator Elizabeth Warren (Democrat-Massachusetts) said:
Why did President Trump sit on the landmark housing bill for more than 2 weeks? Maybe because there was nothing in it for him personally—no gold-encrusted ballroom, no Qatari jet, no $2 billion crypto deal. Nothing in the 21st Century ROAD to Housing except ways to make housing more affordable. Donald Trump couldn't pick up the pen because he just isn't interested in lowering costs for American families.
Commentary:
Trump knew that the bill would become law without his signature, but the fact that he chose to not sign it speaks volumes about his state of mind.
From a purely political standpoint, Trump's refusal to sign the bill was just plain stupid. His refusal to sign will undoubtedly cause people who are not so sure they still support Trump and Republicans to think again about how they vote this November.
To hold a bill "hostage" in an attempt to force passage of another bill is NOT good policy or good behavior. Even though the SAVE America Act has passed the House several times, it doesn't have enough votes in the Senate for passage. Instead of throwing a "temper tantrum" and refusing to sign, Trump would have been better off accepting that reality. As we know, Trump is often far-removed from objective reality.
It's important to note that in his June 24 post Trump called passage of the SAVE America Act a "National Emergency."
Trump is signaling that he intends to declare a national emergency before the upcoming November midterm elections.
He's going to do it.
He's going to justify it using the January 28, 2026 FBI raid of the Fulton County elections office where 2020 election material was seized, claiming election fraud.
He's going to justify it using the March 9, 2026 FBI raid hand over of Arizona 2020 election audit records to the FBI, claiming election fraud.
He's going to justify it using the June 5, 2026 announcement of DOJ and FBI investigations into the recent 2026 California primary elections, claiming election fraud.
He's going to tell the American public, within the next few months, that those investigations show evidence of voter fraud, which require him to declare a national emergency.
That will allow Trump to have full reign and control of elections nationwide.
He will send ICE agents and National Guard troops to selected voting locations (like Maricopa County in Arizona, and Fulton County in Georgia, among others).
And, if he sees that certain Republicans are winning key elections on election night as early votes are counted, Trump will attempt to stop the counting, and/or seize voting machines, and/or send in his hand-picked government officials to oversee the counting.
Trump and his sycophants have been relentless in their attempts to undermine the upcoming November midterm elections.
Trump's ego is going to create a Constitutional election crisis this fall.
